ROCKS: Dual language program

IMPROVED: Better administration driving higher goals for the teachers and students is the start. The After School program needs to be expanded. Top down, what is acceptable needs to be improved or we will continue to see parents, who can chose to go to a private school, opt out for a better opportunity for their kids. If we can improve CASPER as well, that would help.
