No. Because it's not called "volunteering" if you have to do it.

Children who are FORCED to do anything tend to resent. Strong Encouragement should be enough. Children will volunteer in events they are interested in. You just need to be a better salesperson .

Children should learn to respect and value their communities by volunteering. Our children are growing up insensitive to our elderly and most vulnerable. Included in volunteering should be sensitivity and culture awareness training for the adults as well as the children.
